Kenshin is an ice elemental. When he experiences heightened emotions(regret, sadness, anger, etc.) the temperature around him drops. Frost forms. Snow accumulates. Ice forms. He could even freeze the blood in your veins if he were so inclined and in the wrong mood.
Ice elementals can physically be either male or female however they do not identify themselves as either gender the same way humans do. Kenshin has a balance between male and female traits. His body is male but his actions and way of speaking would suggest female. This is entirely normal for the ice elementals.
